
In a recent webinar, Shirley Ellis, Building Official for the City of Gonzales, TX, and former Director at Large for the International Code Council (ICC), shared an inside look into the building code development process and the importance of active participation.
Shirley opened with a powerful reminder: building officials are the “silent defenders” of their communities. Codes ensure that the places people live, work, and learn are built safely. While most construction is done with good intentions, consistent oversight protects public welfare and creates a level playing field across the industry.
Shirley emphasized that ICC codes establish minimum safety standards: meeting code means meeting the baseline and is the foundation for safety. She clarified the differences between codes, standards, and guidelines:
A key theme of the session was balance and transparency. Code committees are structured to ensure regulatory officials maintain majority representation, and anyone can submit a code change or testify. Shirley noted that major disasters and emerging technologies frequently drive updates, making the code development process an evolving reflection of real-world lessons.
Shirley’s message was clear: If professionals see an issue or opportunity with codes, the path forward is engagement: reviewing proposals, attending hearings, and contributing to the conversation. For communities focused on safety and resilience, participating in code development is not just procedural; it is a responsibility.
